Okay, So My Ford F-150 Is A 2001 And I Cannot Understand What Has Been Going On With It. First, The Tail Lights And Headlights Stopped Working. After They Came Back On The Horn Stopped Working. Now, I Cannot Shift At All When The Truck Is Running. I Can Turn The Key To The Start Position And Shift Then Turn The Truck On But If The Engine Is Running, I Am Unable To Shift Gears. Not Only That But The Windshield Wipers Dont Work And The Windows Do Not Roll Down. I Know It Sounds Like A Lot Of Electrical Problems, Which I Know It Is Because Its A Ford, But Is There Anything I Am Missing Here That I Cant Fix On My Own? You don't say whether this occurred during wet weather but my guess is that the GEM module contacts have gotten wet and corroded over time and has a problem. Check the area around the GEM module for signs of water leaking onto it...whiteish water tracks from the windshield area.

Part of the GEM module replacement process requires downloading the info from the GEM onto a scanner, and uploading it back onto the new unit. If you don't have access to a Ford STAR tester, this will prove to be a huge PITA. "

We need more information. What happened?
Anything involving an air bag can be VerY dangerous! It can go off while working on it, or not go off when needed. You will need a licensed mechanic to at least work on that. If a person ever buys this truck and the airbag is faulty you can be in big trouble.
You need to get a very good wiring diagram. I don't know if you need a whole new dash. Wires can be spliced together. Can you take it to a high school auto mechanics shop and at least have the teacher look at it? That would be cheapest, they generally do work for the price of parts, and maybe a bit more. The problem is they might keep it for awhile.
