Part of the GEM module replacement process requires downloading the info from the GEM onto a scanner, and uploading it back onto the new unit. Anything involving an air bag can be VerY dangerous! It can go off while working on it, or not go off when needed. You will need a licensed mechanic to at least work on that. If a person ever buys this truck and the airbag is faulty you can be in big trouble.
You need to get a very good wiring diagram. I don't know if you need a whole new dash. Wires can be spliced together. Can you take it to a high school auto mechanics shop and at least have the teacher look at it? That would be cheapest, they generally do work for the price of parts, and maybe a bit more. The problem is they might keep it for awhile.
