If So Why

That would depend on the circumstances, if your roof is damaged or maybe a quarter panel is being replaced then yes, because of the paint work or "broken glass" the shop may have the glass pulled prior to the repairs,
but if the shop is telling you it is standard procedure on all repairs without giving a valid reason you may want to consider removing your vehicle from that shop.

I would be surprised if the shop could not give you a good reason, just ask them.

I Seem To Remember Several Years Back There Was An Advertisement On Tv For Cup Holders That Held Cups Completely Steady On Bumpy Roads, And I Figure If They Can Do That, Then There Has To Be Something Out There Than Can Hold A Camera Steady And Reduce Shaking. I Have Hunted All Over The Web, Though, And Found Similar Questions But Few Answers That Seemed To Fit My Problem.

Take a hefty bag and some tape. Apply ammonia mixed with water using a sponge to the windows. Cover the wet glass with the bag and leave in the Sun for a few hours. Then take a razor (carefully) and start removing the residue. Use a scrubby pad to complete.
