The result of this - and I speak from personal experience, being a resident of NJ - was that insurance companies just decided that they weren't going to offer their products in NJ.
I used to hear all kinds of ads on the radio and TV - because our broadcast channels came from NY and Philadelphia - offering Geico, Prudential, Liberty Mutual, State Farm - discount after discount - but each came with the same tagline - "Not Available In New Jersey".
My car insurance rates were astronomical, and I had no alternatives. There were basically two or three companies offering insurance in NJ - but all policies were the same because they were mandated by the state. When this all came to a head in the late 1990's, I was paying close to $4,000 to insure two cars, and neither of them was new. There were no discounts for good drivers, no discounts for going through driving school, no discounts for anything.
In 2003, the state got out of the way - and insurance companies flocked to the state. Did I want to go with Geico, who offered a discount for an advanced degree? Or with Prudential, who offered a discount for having more than two cars? Or State Farm, who discounted your premium if you had your homeowner's insurance and liability with them?
The point is that the free market prevailed. I ultimately went with Geico and my premium was cut by more than 50% - and the companies started competing on other grounds as well. Did I want free windshield replacement? Roadside assistance?
I heard this morning that the State of Kentucky used to have 30 different companies offering health insurance within its borders - and now only two remain to offer insurance through the state-run exchanges. All I could think of was the NJ car insurance business. Maybe it's different - maybe not.
