Ice From Truck Hit My Car , Cracked Windshield?
I Was Driving On The Right Lane, Then A Truck Advances On The Left Lane, While The Truck Is Driving The Curve In The Road A Chunk Of Ice Hits My Windshield And Cracks The Front Windshield Passengers Side,, I Immediately Sped Up Called 9-11 And Gave Them The Trucks License Plate 3 Times Clearly, And The Description On The Truck, Ie. Color, Lettering On The Back.
I Tried Honking , Flashing Light To The Truck Driver To Pull Over But He Immediately Sped Up And Off, The Dispatcher Instructed Me To Pull Over, The Officer Was Nice, Told Me They Were Looking For This Guy - And Gave Me A Sheet To Mail In To Get The Police Report,
I Called My Insurance Company To Report It, I Am Trying To Avoid Paying Anything At All Since It Was Not My Negligence , This Was The Truck Driver/Company Who Ignored Nj Laws Pertaining To Clearing Ice Off Motor Vehicles, I Have Basic Coverage , W/ Coverage For Under Insured Or Hit And Run. The Police Officer Told Me I Was Not At Fault, And If They Can'T Find This Guy My Insurance Company Would Pay For It Regardless Of My Policy, Now I Did Not Write Down The Plate I Reported, Will It Be On The Police Report?

I Replaced All The Tires About 4 Years Ago With Tires I Bought At Sam'S Club. These Tires Are Suppose To Be The Best, They Are Goodyear, But Thats All I Know About Them. The cracking may or may not be serious. There are a couple of things you need to check to determine the severity of the problem.
How deep are the cracks?
If the cracks are basically just surface cracks and not more than a like 1/16th of an inch deep it is probably not a safety issue as long as the tires are not over 5 years old.
What is the age of the tires?
You can determine this by looking at the DOT#. The DOT# is located along the bead of the tire where the tire and wheel meet. The tire will say DOT followed by 11 numbers and letters. To determine the age of the tire you need to look at the last four numbers. The last four numbers reperesent the following: first two is the week of manufacture 01 thru 52. The second numbers are the year of manufacture: example 02 would be 2002.
If your tires are 5 years old and have cracking you should replace them. The cracking is an indicator that the tire is getting "dry" and when this occurs there is arisk of separation (the tread coming apart from the rest of the tire). The Goodyear tires you purchased at Sam's Club are made specifically for SC and can only be warrantied through them. You may want to take a look and see if they will warranty them under the manufacturers warranty for workmanship and material.
