I Own A 1990 Jetta Gli. The Problem Is That It Has A Lot Of Deep Rust. It Is Not Extremely Bad Yet. If you want it "rust free" the only way to do it correctly is to cut out the bad areas and weld new metal there. Unfortunately that is one of the problems with those cars and finding replacement panels will be hard and expensive to say the least.
