Light coming in through the windshield does refract. Let's draw a diagram. Assume the two surfaces of the glass are parallel and flat, and we have an incident light ray at angle α = 45°.
When the light comes into the glass at an incidence angle α = 45°, it travels at a new angle ß within the glass. If we take na = 1 for air and ng = 1.5 for glass, then Snell's law says that
sin α / sin ß = ng / na
sin ß = na sin α / ng
sin ß = 1 sin 45 / 1.5
sin ß = 0.47
ß = 28°
Now, at the other side of the glass, we go back into the air. So Snell's law gives us
sin ß / sin Θ = na / ng
sin Θ = ng sin ß / na
Substituting in for sin ß = na sin α / ng, we get

So once the light ray goes through the glass and comes out the other side, it's traveling at the same angle it came in at. The change in angle doesn't have very much effect on the apparent position of the origin of the light ray, because the glass is so thin.
