I don't think they sell windshields for under $100 though because its usually Tempered glass (which is kinda expensive) They do sell windshield repair kits for like 20$ though, so if its not that bad, then you could probably learn to do it yourself. But if its old and weatherd down, then i don't think you'll find windshields easily that are under 100 dollars unless you go to craigslist, ebay, or shop around. Hope I helped a little bit.

Run your wiring out of view under your carpeting and/or along you door thresholds to your desired location.

For an outside location, I would go with the factory location or even the other location you had in mind. Use the LED light you mentioned or a replacement third brake light. Fab a bracket if you need to and use weatherstrip adhesive to attach it without drilling into your cab or top of the bed. I'm not sure about the existing third brake light wiring you were talking about, but I would use this if possible. Just run it up the gap between the cab and bed to the light.
