I Have Seen The Tints On Cars That You Buy From The Dealer That Are Already Tinted And They Do Not Seem To Have A Film. Are The Windows Made That Way Or Do They Apply A Chemical To Change Its Color? There are as many window tint types as there are opinions - there is 'spray on' tint, it is paint in a can, they used to call it hobby stained glass; it is total trash but at least you are so high after you put it on you don't care.

If your are talking about the window regulator, that is sold on one hole unit,will cost you around 80.00 the cheapest or around 200.00 for a good quality; and you'll need time and mechanic skills to install it.

From those pictures there is nothing to see indicating what the problem is. Get someone to show you how to look at a fuse and tell if it's burned out. A loose wire in the second picture may be the problem if it originally was plugged to something. I got very confused reading your question since it said something was/wasn't wrong.
