Light coming in through the windshield does refract. Let's draw a diagram. Assume the two surfaces of the glass are parallel and flat, and we have an incident light ray at angle α = 45°.

When the light comes into the glass at an incidence angle α = 45°, it travels at a new angle ß within the glass. If we take na = 1 for air and ng = 1.5 for glass, then Snell's law says that

So once the light ray goes through the glass and comes out the other side, it's traveling at the same angle it came in at.
