I Live In Indiana And The Law Says That The Front And Rear Sides Have To Be 30% And The Back Window Has To Be 30% As Well. It Also Says That We Can Have Tint On Our Windshield Only To The As1 Line But Doesn'T Specify A Vlt%, It Only States That It Can Be Non Reflective.

There is definitely a 30% requirement for rear window tint for Indianna. Some states allow as dark as you want on the rear window, but will require you have working mirrors on both sides of the car.
As far as the tint above the AS-1 line, there appears to be no specification, but it only makes sense to take the film from the same roll. Since all other windows call for the same 30%, I think you will find installers in Indianna only stock 30%, OR will charge a hefty premium to cut from a different roll to do such a small piece. But, like I said, if you wanted a different level for that one strip, it doesn't appear to be illegal.
If you buy a do-it-yourself kit, with pre-cut pieces, I think you will find they are all the same tint. Personally, I thing a different level tint across the top of the windshield from the other windows will look odd.
