All I can say is that I lived in Germany for a little while (military). I didn't have to get anything added to my car. All it has to do is pass the expection (usually all new cars do) and it's fine to drive there. The car I had shipped was a 300zx '92. I'm not sure about Japan but I don't see why it would be different. Now moving a foreign car overseas to here....that's where you would pay an arm and a leg...so don't buy a car over there thinking that you can ship it here.
