wraps are much faster to install. where a paintjob takes around a week, a wrap takes 1 or 2 days.
a wrap offers an extra layer of protection from chips and rust. if paint gets chipped, it exposes metal that will quickly start to rust, if a wrap gets chipped it exposes paint not metal and is much cheaper to get repaired.
wraps can be easily removed letting you go back to the original paint of the car. in some places, painting your car can decrease its resale value as crashed and repaired cars are often painted to hide imperfections.
a wrap can give you some radical styling.

as for vinyls, body kits and spoilers your best bet is to get them from eBay. eBay has the largest selection and won't rip you off like a mechanic ordering the same parts would. for window tinting, it's better to have it professionally installed since there are laws regarding the maximum tint that windows can have.
engine mods should be done by ma mechanic and your best bet is to let them order the individual parts. if you just wanna turn heads, a sports muffler will make the car sound very good. it will make the car sound louder with a better engine tone.
for a sound system, you can find many builds and their assembly instructions online. look up car sound system forums, they have many posts to let you do everything with ease.
the most expensive parts are going to be wheel, tires and engine mods. then the sound system, then the stuff to change the looks.
mostly everything can be found on eBay. (including the engine mods) just be really careful that everything is completely compatible with your exact car model.
for a wrapped car with a body kit, spoiler, sports intake, ECU and exhaust and a sound system, I'd pay something around $4,500.
that would mean
$750 for the body kit.
$2000 for the wrap (wraps for cars with body kits require custom work so they tend to be a bit more expensive.
$1000 for the engine mods (upgraded intake, ECU and exhaust for better sound and somewhat better performance)
$500 for a sound system
$100 for the spoiler.
keep in mind that with a wrap you can eliminate the need for vinyls since you can get a custom wrap with the design you want on it.
if I were you, i'd skip out on the spoiler though. at the speeds that road cars drive a a spoiler doesnt make enough downforce for it to improve handling, in fact it will only make your car heavier with more drag for lower fuel economy. if you want it for looks alone, that's your opinion but from a performance side, a spoiler won't help at all.
other really cool mods would be a racing seat and steering wheel. many people overlook details like these but they can make a world of difference. a comfortable racing seat feels great and lets you focus on driving fast rather than staying in your seat. same with a custom wheel. these can also be found on ebay but have hugely varying prices so i'll let you look at them on your own.
